This role belongs more to an equestrian committee

A CDE, a CRE or the FFE. Opening an incident isn't filling in a form: it's coordinating an evacuation — gathering the places, the horseboxes, the hands, and answering people. It's their job.

But if it's burning now, don't wait for anyone. Open the page. A manager will approve it, and you'll be able to invite the committee to join you as admin in two clicks.

How should the places be booked?

It depends on how urgent it is. You can change it at any time.

The host confirms first The place is held, then the host says yes or no. Safer: no one arrives at a closed gate. Preferable when you have a few hours ahead. Immediate booking The place is taken at once, and the host can back out afterwards. Faster, but a late refusal sends a horse back to square one. When every minute counts.
